Here is a truly dicey idea for the downtown: convert those flat roofs into green rooftops. Specifically, rooftop gardens.
Let me indulge one more (last) time in killing two birds with one stone. Green rooftops aid the environment. Making them decorative gardens gives people something to see. When people come from someplace else, they spend money. Green rooftops = money.
Of course, Anderson must overcome its inability to market itself. No proper marketing means we get pretty roofs, good for the environment, but not a help for the economy.
