Another Anderson Idea (Part One of Two) 4/28/2010

Or another community redevelopment idea. 

I think this one is actually pretty simple, but it does require the city government to use its condemnation/takings power.

Give a good look at the properties taken by the local government (for taxes, public health, condemnation, etc.), and divide those properties into two groups: 1) those so inhabitable they cannot be fixed, and 2) those that are habitable. 

Those that are uninhabitable should have the property razed until there is bare soil. Here I see three choices: 1) rebuild using a program such as Habitat for Humanity; 2) turn the property into a community garden; or 3) park land. The order follows what I think will be the most acceptable, best uses. Too many practical issues exist to give a better abstract plan. Those on the ground can decide the best use and tehn get the job done.

About the community garden idea: I nominate groups in the community where the plot exists to run the actual planting and harvesting programs for the benefit of its members first. Any surplus not used for seed could then be sold.

About the habitable properties, I expect two groups: those needing rehab to actually inhabit and those that can be moved into as is. Let us talk first about where these houses should go. They should go to those who do not have homes and have enough income to maintain a home.

About rehabbing the properties, does not the Anderson have vocational schools teaching the necessary skills? Don't any of the skilled trade unions have a training program? Then put one or both to use along with the future owners. Yes, I am recycling a homesteading idea and adding some sweat equity. I would sweeten the deal to be either no property tax for 5 years or that the buyer pay only the taxes owed [here I assumed a tax foreclosure sale without expressing the presumption. sch 10/9/22.] over a time period without the buyer being able to sell to the City of Anderson during that time period.
