My title sums up my reading of GONZALES V. RAICH (03-1454) 545 U.S. 1 (2005). Give it a read. The issue was whether marijuana can be free from federal jurisdiction. The Supreme Court decided that marijuana grown in a state fir in-state use is not free from federal jurisdiction. This case leaves no constitutional or legal restraints on the interstate commerce clause. The only limitation is the will of Congress.
