As I listen to the reports of today's legislative action, if I hear about the Second Amendment it is only in the context of I have a right to carry a sidearm.
Whatever it is about American dedication to firearms as a necessary adjunct to their existence, such talk ignores the language of the Second Amendment concerning militias.
The AR-15 seems the firearm of choice for American mass killers.
I cannot recall anyone describing the AR-15 as anything other than a military style weapon.
Therefore, require anyone possessing an AR-15 to belong to their state's well-regulated militia.
Putting an AR-15 owner into a formal organization may give them the means to work out their anti-social tendencies. The militia should also enable the identification of persons with the mental issues that lead to our mass slaughters.
Think of the militia as one filtration system.
Do not think it is proposed as the only solution.
However, it is the solution that cannot be seen as undermining the Second Amendment. If the Democrats were to adopt this proposal, they could promote themselves as protecting the integrity of the whole of the Second Amendment. They would put to rest the idea they want gun control, if not confiscation. Opponents would need to explain how this proposal undermines the Second Amendment.
