[I omit the piece Why Is Barack Obama Not a Republican? as being rendered nonsensical by history. I think the answer is much more clear-cut nowadays. Former President Trump dines with white supremacists, plenty enough of Republican leaders talk in terms of fascism, to instead ask why any African-American remains a Republican. My thesis back in 2010 was Obama had risen like a good individualist, was a model for family values, and so exemplified the American exceptionalism touted by the Republicans that why he was not a Republican needed to be asked. Donald Trump answered that question. sch 2/13/23.]
I truly hate not being able to do research.
Here is one topic I would like to see what examples exist. Instead, I am left with the paltry efforts of my mind.
What I am thinking of is not a flat ban, but limiting the concentration of power by limiting the number of consecutive legislative terms with a certain period. Against that, I also see a concentration of power in the bureaucracy.
Here is what I have worked out, so far:
No member of the House of Representatives shall serve more than three consecutive terms in any twelve years period.
No member of the Senate shall serve more than two consecutive terms in any eighteen-year period.
I would add more about starting dates for these periods, but here is the essential idea.
Feel free to use the idea. I claim no ownership in it.

[Today, I would include with the term limit above for the House a requirement for proportional representation. Still, feel free to use the idea. We need to reform Congress in a way to defeat gerrymandering on the state level, which it looks like will receive Supreme Court approval. sch 2/13/23.]
